A qualitative case study reveals that OSDU is often framed as an IT project rather than a strategic initiative. This narrow view contributes to fragmented incentives, unclear governance, and conflicting business models between operators and vendors. As a result, the platform’s ecosystem is stuck in a strategic deadlock. The study calls for clearer role definitions, shared leadership, and coordinated governance to ensure OSDU is used as a strategic enabler, not just a technical tool.
